The New Zealand General Social Survey

Seminar: The New Zealand General Social Survey (NZGSS) is the first new and repeating social survey produced by Statistics NZ for a considerable length of time. It is an element of the Programme of Official Social Statistics (POSS).

Social surveys of this type are a regular feature of statistical programmes in a number of international statistical offices, including Australia, the UK and Canada.

The NZGSS will provide important social and economic data about New Zealanders, and inform decision-making by government agencies and the wider community. In representing key aspects of well-being across a range of life domains, the survey provides a basis for cross-domain analysis which is not possible with other surveys. The life domains include housing, health, paid work, voluntary work, economic standard of living, knowledge and skills, culture and identity, social connectedness, safety and security, human rights, the environment, leisure and recreation, and overall life satisfaction. The NZGSS provides the ability to look at information on different outcomes for the same person at the same time, and gives insight into how people self-assess themselves, combined with objective information about their situation, such as household income.

This seminar will briefly cover the background of the NZGSS and will provide an overview of the survey content. A range of specific examples will be used to illustrate the potential of the NZGSS to provide a better picture of social and economic outcomes in New Zealand than is available from pre-existing data sources.

Official Statistics: An Ethical Balance

Speaker: Adjunct Professor Sharleen Forbes, School of Government and Statistics New Zealand.

When: Friday 27th November 2009, 12.30 – 1.30pm.

Seminar: This presentation is adapted from a paper written by a group of senior staff from Statistics New Zealand (Sharleen Forbes, Vince Galvin, Andrew Hunter, Paul Maxwell and Whetu Wereta) and presented at the recent International Statistics Institute conference in Durban. It discusses how the twelve Principles of Official Statistics adopted by the United Nations Statistics Commission in 1994 have been implemented in New Zealand and gives some examples of recent challenges to these principles.

There have been three major types of challenge in the last decade: direct challenges to specific UN principles of official statistics (such as first release practice and survey respondent confidentiality); the distinction between business and personal information; and the over-sampling or provision of information for only one section of the population (such as Māori). Specific examples, together with the New Zealand response, will be given for each of these.

This is a joint seminar between the Official Statistics System Seminar Series and Victoria University of Wellington School of Government.
