POSS is governed within Statistics New Zealand through a structure comprising of two external groups.

POSS Advisory Group (PAG) - An external forum to advise Statistics New Zealand on the priorities and overall direction of POSS. It is chaired by the Deputy Government Statistician, Social and Population Statistics, Statistics New Zealand and meets twice per year. The group is comprised of key academics, independent researchers and senior officials from key stakeholder agencies.

POSS User Group for Surveys and Databases (PUG) - An external forum to advise Statistics New Zealand on the development of the new statistical surveys and databases that contribute to POSS. It is chaired by the Manager Social Conditions, Social and Population Statistics, Statistics New Zealand and meets three times per year. The group is comprised of officials from key stakeholder agencies.

The Deputy Government Statistician, Social and Population Statistics, Statistics New Zealand maintains oversight and monitoring of the programme.
